I do not agree with that assesment. Yes the healh bump is gone, but beig able to freely get restoration 1x is very potent. The healthbump is all it needs to be S Tier instead of A. It allows sunbreakers to freely use Ember of Benevelance, and to no longer be shackled to sunspots for healing.
