What is the question: are you looking for the drop rates of the engrams or the drop rates of the mementos from the engrams, if your looking for the first its random in the normal version and guaranteed in the legend version. If your question is the latter option the answer is random chance could be 1 could be like me where im 59 engrams into a dry spot of no mementos dropping, completely just rng chance.
