Cant claim Brazen Spark Ship anymore
The last step of the LEGACY: LAST WILL AND TESTEMENT quest "Pick up the keys to Amanda Holliday's Ship in the Tower Hangar" has the correct waypoint in the tower but theres nothing to interact with in order to claim the ship. I have not previously claimed the ship (by resetting my war table rank), so it isnt that bug either.

Ran through about an hours worth of tower runs to see if it was a maybe it was a loading error. It was not and this is unfortunate.

If I had to guess, maybe Bungie tied the appearance of the tower and memorial to a specific time period after the quest was originally released rather than the quest step itself, or just to the original quest rather than the legacy. I'm not one of the devs, so who knows. Either way every post I've seen on this specific issue has been from somebody catching up on season of defiance who never reset the war table rank, so it's a distinct problem from that bug from during the season.
