Unable to buy verglas curve

I have all the materials to buy this bow from the monument yet it says “Destiny 2: light fall” I assume that means I need Lightfall. HOWEVER I own it and have beaten it on legendary difficulty no less so why can’t I buy this? Does anyone else have this problem?
