Maybe I have missed something but I appear to have found an issue with the armour upgrade quests for Solstice.
The upgrade quests apply a small/large kindling etc. appear to be CHARACTER based and not retroactive.
BUT the armour upgrade process is ACCOUNT based.
This means if you apply a small kindling or fully upgrade all your armour on one char then begin another you can't advance the quest steps on the second/third character because those steps are already complete and not possible to do again.
I now have two characters stuck at the quest step apply a small kindling, which I can't do as all my amour is complete or at the apply a large kindling step because I got that far on my first char before looking at my other two.
While I should be able to complete the quest on one character the other two are stuck because I upgraded the armour on one character before looking at the other 2.
In fact if you upgrade all your amour without collecting the quest you would be totally blocked from any progress at all.

1 Replywish i would have known this before locking myself up on the quest step 7 for apply small kindling, because i had applied it before the step

3 RepliesWhat exactly is the issue? Once you've upgraded one set of armour your second/third characters are also fully upgraded. You can just ignore the quest steps.

4 RepliesHi there, Thanks for your report. We'll pass this along to the developers.

1 Replyyeah sadly i did some kindling steps on my warlock, and another kindling step on my hunter... and now i've guaranteed i can't complete the quests on any of the characters.

the same problem is the task step 8 out of 10 and then nothing is done, despite the fact that all the pieces are completely improved, it is not possible to finish the task on all 3 Persians.
