Its a fake. Don't worry. Show's over.
It links you to a website intended to scare people from looking at loli stuff, and thus it was used to troll on the flood.

An IP address is obtained every time you connect to the internet. It's just to get basic information like identifying specific access points and your general location. Any website you go to sees your IP address. If you really need to reset your IP address, reset your internet modem.
