This isn't bait. I'm going to make a fully dedicated topic to the weapon after I get the catalyst.
You need to kit for it, if you do, it becomes one of the best weapons in the game.
I built what I believe to be strongest kit using Wicked Implement. It combines with a pursuit I've been on for a while now... I wanted a 70+ Dragon's Shadow... I got it last night.
I will go into minute detail about everything the build can do, again in a dedicated post, after I get the catalyst. In the meantime, here's the dim link for the kit:

People will whinge about any new Exotic that doesn't immediately powercreep everything that came before it and instantly delete bosses. The design philosophy has been to make niche Exotics that lean heavily into one or two aspects of a kit. People will reuse the same old "Bungie are making me play their way", but everyone can play their own way because there are enough individual items with that kind of focus that there's one to suit everyone. This season's Exotics are key examples of this - Centrifuse is the best Exotic for Arc Blind, The Navigator is the only Exotic for Sever, Woven Mail and Grapple Points, now Wicked Implement is the first one for Stasis Shards and the only primary weapon that can Slow and Freeze without a kill. No one has any problems when a melee build uses Monte Carlo, or a Super build uses Bad Juju, so why is it different for items that are more specific than that? Meta-defining Exotics are few and far between, and the meta can shift at any time. It wasn't that long ago that we were still saying Leviathan's Breath was terrible, now it's a top contender for the heavy slot. Wicked Implement is very good at what it's supposed to do. I don't care that it's not the most efficient weapon for patrol and story missions, because there it's up with the best in Master and GM activities.

It cancels the regen asset cooldown for stasis shards, respective the weapon's core functionality that transfers to ability sources for stasis shards. If, while the weapon was equipped, there was a stasis shard cooldown it would prevent the weapon from functioning properly. It creates stasis shards... btw. That cancel transfers to all stasis shard production, which amounts to unlimited melee with Dragon's Shadow. It means multiple shards per enemy clusters... it means persistent resistance per the fragment, unlimited slows and freezes... virtually unlimited overshields with Rime. And anecdotally, because I haven't done any dedicated testing to confirm this, but stasis shard potency is seemingly improved when the scout is equipped... in addition to canceling the stasis shard cooldown. Dragon's Shadow means your weapons are always buffed and loaded. Supers come quick... unlimited armor charges to use for whatever you want... you'll have virtually unlimited abilities, so I prioritize weapon surges. The scout is a tad clunky feeling, the magazine seems light/small... and its base reload is poor, Dragon's Shadow fixes all that. I've been itching for a dedicated reason to build a kit for DS... Wicked Implement scratches that itch... it essentially buffs any stasis kit that can focus on shards. Cancelling the stasis shard cooldown really changes a Revenant Hunter. I like the subclass already... but this scout super charges it, it becomes something else entirely... Actually having unlimited melee is bonkers.

This gun makes both those kits EVEN stronger especially with Whisper of Rimes... which was kind of a 'mid' fragment before this scout dropped... despite its functionality. I will say why... eventually 😉. It changes the game for stasis builds. And... It's because of the gun AND how it works... that's a clue.
