Pretty sure its on the legendary heavy grenade launcher that we got when lightfall dropped.

It is the issue is the damage on it is pretty low even for a heavy gl. Most wave frames deal only about 10% less than other gl's but have such a massive upside this small decrease doesn't really matter. However with it the decrease is about 20% which makes it more noticeable.
