A while ago we were told that bungie would be using the content vault to free up memory. This in turn would speed up loading times and make it easier to patch bugs..
I am constantly waiting a very long time just to load into the tower and I don't remember a day where there wasn't multiple bugs..
So in conclusion.. the content vault is clearly broken
/Sarcasm - edited for clarity 🙄

I am constantly waiting a very long time just to load into the tower
Thats because they switched back to bulk-loading players into the tower rather than individually like they used to.
This in turn would speed up loading times and make it easier to patch bugs..
And it did speed up load times, my load times are still significantly quicker than they were pre beyond light Also we have more updates/hotfixes now than we did prior to beyond light.
I don't remember a day where there wasn't multiple bugs..
and unfortunately theres a good chance you should expect it to get potentially worse, we're ~15 years into this engine even with the rewrites/overhauls its still going to have an impact without having sweeping overhauls to the core of it.
the content vault is clearly broken
No - the content vault is working, go and re-read the reasons for the content vaulting again - bug fixing was one of them but there were others like testing, storage space, and backend issues. https://www.bungie.net/en/News/Article/49189
