Are you doing golden patrols they nerfed the drop rate during the second month of last season cause people found a easy way to spawn Golden patrols and that the only good way to get those RB to drop.
It was like 1 per patrols now its like 1 in 25 and thats if your lucky.

I'm doing absolutely everything. From heroic (golden) patrols, to heroic public events and leveling reputation, etc. Absolutely nothing. I just keep getting world drops...

Golden patrols are probably the only way to get them so focus more on that. Its very dull and I swear it takes like 6 hour for 2 of them to drop if you want my honest opinion use the thing from the season pass cause those RB are unbelievable rare. You can do the zero to hero mission as well on all three characters if your just going for round robin it'll give you three of them but then its right back to RNG. Its probably worse than a raid exotic I farmed my mine for weeks on all three characters its some of the worst RNG in the game.
