It's a good perk but the fact that it almost halves damage kills it.
You gain double reserves which is great but it equals out when the damage is lowered so much.
Basiaclly you will do almost the same over all damage over a longer period of time.
Tl;dr more rockets to equal same over all damage.

Designed for killing majors and groups of ads. 14 rockets to throw out is quite nice. Not so much designed for bosses. But if they do buff the damage, I'd expect a good meta out of it.
