There is a issue with the Class item mods such as Empowered Finish not being able to be replaced with other mods "Of the same type" like say Bulwark Finisher. You must first remove the the former mod, then replace it manually. Sadly this is interfering with Loadouts, as the game is unable to replace these mod when you chose a loadout with different mods.
Please remove the code of not being able to equip similar mods and simply add one that states: "If two mods of the same type are equipped at the same time, then both mods are inactive." That way we can swap full Loadouts without any hiccups. (I originally thought it may have something to do with all the slots being full but no, that does not mater.)
