Make sure you sign in with your oldest account (the one that carries your tenure) when you sign into Bungie.net to create the clan.

Does the cross save conflict with said issue? Both accounts are well over their age of said requirements

It is based on profile, but you will need to login using the account that created the profile (your oldest account) cross save has no bearing on it.
