Stargazer quest will not complete
I have repaired the memorial for the stargazer quest, but the quest won't complete. I am stuck with an incomplete seasonal content completion.

I'm also having trouble starting the Metropolitan Defense mission. The waypoint takes me to Quinn Laghari but she doesn't give me anything. Her missions are locked pending memorial repairs.
