This isn't a rage post or a "BUNGIE HOW COULD YOU" post but the change to Promethium Spur appears like a nerf to an exotic no-one used anyway.
The fact that the dual rift only spawns when in a rift means that it will never spawn because to be in a rift, you have to use a rift charge, meaming you can't spawn the rift.
I'm making the post here just in case I missed something that the new changes enable because I am just very confused.

The amount varies depending on what enemy you kill, but the majority of things will grant about 10% each. The loop is really bad because you struggle to get your Rift back each time. Once you have the Rift charge, the next Solar weapon kill consumes it and places it wherever the enemy died, with the likelihood being that you didn't want to put it there. Say you're using a Solar Scout Rifle and kill an enemy sniper up on a balcony, your Rift is now up there, inaccessible, and you have lost the charge so you can't use it if you need the health or damage. The buff is that any Solar weapon kill will give Rift energy, and you get more while already in a Rift. Then, a Solar weapon kill while in a Rift with fill Rift energy will consume it and place the Rift where the enemy died. So, you're getting more energy and generating it regularly, and there will be more control over how to spend the charge rather than it being used automatically. It's one of the most convoluted Exotics in the game, but I hope this has helped you to understand how it works and what's changing.

I read that as a QOL buff- let's you control where the rift goes and help avoid the chances of losing a rift you need @ your location to survive

It's not a bad change imo. It used to be "Kill something really far away and now you have two rifts way over there where you have to run to and hope it's still there and if it's not you have no rift energy anyway" And now it's "pop a rift, kill things, recharge it, then kill something nearby and you get two rifts when you choose to." Now you can just walk from one rift to another when you choose to instead of instantly consuming them
