To me, it sounds like a nerf and buff at the same time. We will no longer be able to hold a perfect draw indefinitely, but if we hold that draw for a few seconds, the arrow will do more damage than normal. How long does it need to be held? How much of a damage buff is it giving arrows? Is the damage buff going to stack with other sources like rift and well or is it going to be useless? If it gives something like a 20% stacking damage buff in PvE it might become a new go to exotic for GMs with Leviathan's Breath, but they need to clarify what they are doing with it.
