I have been having problems with stuttering/performance issues (lag spikes etc.) on this game.
I do have it on others, so it's a possible AMD/Driver issue. But, some of those games are newer, more demanding (I checked the requirements for them), and in Early Access. So having issues with this game seems odd. Whilst some are fine, but are 2D games, so it seems specific to 3D ones, with Destiny being the worst of them, but also an older game (and less demanding) compared to the others as mentioned earlier.
I have set my settings to mostly what the article suggests, with some on Medium instead of low (the game doesn't let me go any lower on some). My Old PC, which has less ram (but faster - 16 GB, 3200mhz) and an older gen card (RX5500 XT but newer CPU (Ryzen 7 3700x), had the same settings, but not the above issues except for when I tabbed out in fullscreen mode it had a chance to really dampen the FPS and not go back up/stabilize until I restarted the game. I have yet to experience that FPS issue on this system, but I am told it's a known/common issue and still not fixed yet.
I have reported all these issues to AMD - using their bug report tool in AMD Adrenaline - twice in recent days, so I am still waiting on them. Hoping to get some help/feedback on this, hopefully even a possible fix.
AMD Adrenaline Settings: Using the Game profile but with SSR (software variant of FSR) turned on. With the Vivid Video Profile and Freesync turned on. Also limited FPS in-game to 144 (but only get an avg of 80fps, yesterday it was like 70 and worse performance), and the rez to 1080p (default is 1440p)
Windows Power Plan: AMD (High Performance) | Power Plan is provided by AMD and optimized for AMD CPUs, and I haven't touched it. Also tried the Balanced one and still has the same issues.
Also only recently installed Windows 11, so it's essentially a fresh install. I also don't have much open, and I have limited the resource usage on Opera GX (browser of choice) when I have that open.

But not completely and I still get performance issues, with things like lag spikes and stutter still. I have tried turning Super Resolution off and running native 1440p, with little to no improvement. I have tried running Tesselation on the AMD Optimised setting, and it capped at 8x, with still no luck. The worst one is doing the Neomura (LF planet) with the Vex Incursion going. The fps can go as low as 40-50, maybe even lower, and not stabilize. I can run games like Cyberpunk on Ultra at 1080p upscaled to 1K, and even on High at native 1K. I get it's not a multiplayer game, but my point is my machine should be able to handle this game easily. As said, turning ULPS off has certainly helped a ton, but only in other games. I'm not even running Destiny at max settings, as I used the article to help optimize the game as much as possible, and my machine is purpose-built for 1K gaming. Hopefully, the devs can do something, or someone can suggest another fix, or even AMD can hopefully provide a driver update. As I have tried so many things on my machine, adjusting settings in-game and even limited apps and resources outside of it. I keep track of performance stats when playing, and my machine is never being pushed to its absolute limit, or bottlenecked in any way. So I really don't know what the problem is.
