Hi there. You are only required to complete A Guardian Rises to access DLC story campaigns if your character has the quest. Looking at your characters' histories, you've played with them in the past and therefor the quest should not be necessary if one of them doesn't have it, or you've already progressed further into the quest on one character than the other. Check your Quests tab to be sure. To start the Beyond Light campaign, your character needs to have completed the New Light or A Guardian Rises quest, and the Shadowkeep intro mission on the moon, called "A Mysterious Disturbance". You can then start the BL campaign on Europa by doing the mission "Darkness's Doorstep". I also see that you already have sparrows equipped on each of your characters. If you want more sparrows, you can pull copies from your Collections, transfer from another character, or buy from Master Rahool in the Tower or from Eververse.
