These facts don’t exist in a vacuum; there are other balancing factors to consider (this is going to be lengthy so buckle up). - Icarus Dash is limited to the Warlock Solar Subclass and requires the Icarus Dash Aspect be equipped to use. It has a base cooldown of five seconds which can be augmented to allow for a second use of the dash before the cooldown activates by also equipping the Heat Rises Aspect and consuming a Grenade (this interaction necessarily prevents the user from simultaneously equipping the Touch of Flame Aspect which is a powerful tool for Solar Warlocks). The Icarus Dash Aspect also grants Cure to the user if they rapidly defeat targets with either a Super (Daybreak) or a weapon while airborne. Icarus Dash can be used alongside the Phoenix Dive Class ability (which precludes the user from equipping either Healing or Empowering Rift) for additional mobility options, but they don’t directly synergize with each other. As Icarus Dash is a self contained movement ability it can be used alongside either Warlock Solar Melee ability (Celestial Fire or Incinerator Snap). The Icarus Dash ability can benefit further when paired with the Rain of Fire Exotic Legs; activating Icarus Dash with this Exotic equipped reloads all weapons and improves the Airborne effectiveness of Fusions and Linear Fusions. - “Shoulder Charge” is shorthand for three separate Melee abilities available to the three Light Subclasses for Titans; Hammer Strike on Solar, Seismic Strike on Arc and Shield Bash on Void. Being Melee abilities each requires a full Melee Energy charge to activate, but each also deals damage to a Combatant or Guardian if it connects, and has additional effects and potential synergies based on the specific ability: • Hammer Strike Scorches the target struck by the attack and deals damage to additional targets in a cone behind the primary target. In addition if a target is defeated by this ability it Ignites, potentially damaging additional targets in close proximity. Hammer Strike is directly affected by the Sol Invictus Aspect (allowing the Melee to potentially create Sunspots which grant enhanced ability regeneration) and the Roaring Flames Aspect (Solar ability or Scorch final blows grant a stacking damage bonus to Solar abilities). Meanwhile the Consecration Aspect allows the Hammer Strike user to opt to substitute the charge attack with a special alternate sliding Melee attack which has two stages, first damaging and Scorching targets in front of the user as they leap into the air which can then be followed up with a secondary attack that slams into the ground, releasing a second larger wave that further damages targets and guarantees an Ignition against any Scorched target upon which it lands. • Seismic Strike damages the target struck and Blinds additional targets within close proximity (the radius of the Blind effect is increased if the user is Amplified at the moment the attack is launched). Seismic Strike is directly affected by the Knockout Aspect (potentially increasing the user’s Melee range and damage after wounding or breaking a target’s shield, while also starting health regeneration and granting the Amplified state upon defeating a target). It also works quite well with the Juggernaut Aspect (if the user has a fully charged Class ability charge, grants a frontal shield after sprinting for a short while, depleting the Class ability charge if the shield is broken; being Amplified grants this shield additional health). Seismic Strike can also be paired with the Thruster Class ability (which precludes the user from equipping either Towering or Rally Barricade) for additional mobility options, however they don’t directly synergize with each other. • Shield Bash damages and Suppresses the target it strikes, granting an Overshield if it lands a final blow. Shield Bash is directly affected by the Offensive Bulwark Aspect provided you have an Overshield active (granting increased Grenade recharge speed, increased Melee range and damage, while Melee final blows extend the duration of the Overshield). As Melee abilities Hammer Strike, Seismic Strike and Shield Bash are each potentially affected (should the attacks connect) by various Subclass Fragments related to Melee attacks and various Subclass Verbs associated with the individual attacks, as well armor mods and weapon perks that have an impact on Melee ability use. If these Melee abilities do not connect with their attack the energy is refunded and they can be used again after a cooldown of roughly two seconds (this is the only part of these abilities that is being directly Nerfed with the planned changes; this nerf is being offset by a reduction in each abilities base cooldown after the Melee charge has been used). In addition, as Melee abilities each one necessarily prevents the user from equipping the various other base Melee abilities available to their respective Subclasses (Shield Throw, Throwing Hammer, Ballistic Slam and Thunderclap). Each of these Melee abilities collectively referred to as “Should Charge” can benefit further when paired with the Mk. 44 Stand Asides Exotic Legs; sprinting while at full health and with an of these Melee abilities equipped and charged grants an Overshield. In addition landing a hit with these abilities recharges a portion of your spent Melee energy. - So while it is true that Icarus Dash’s cooldown is not affected by the Strength stat because it does not have an ability charge that must be expended to activate and that it doesn’t require the user to sprint for a short time to become available for use, it is also true that the “Shoulder Charge” abilities offer a greater range of versatility when compared to Icarus Dash in terms of Subclass availability and Aspect synergy; “Shoulder Charge” abilities are also positively affected by a variety of Fragments, armor mods and weapon perks (none of which materially affect Icarus Dash). The act of balancing Icarus Dash and “Shoulder Charge” abilities is far more complex than you have laid out. too much typing, my fingers hurt. / (΄◉◞౪◟◉`)

and doesn't require sprinting. *well skating too*
Keep chucking up those crayons. Comparing dash to your op movement tool and being able to slide shotgun melee halfway across the map. Simple minded.
