That sounds like its intentional.
The surge modifiers is a blanket buff to outgoing void damage - so would impact the sphere.
Weapon surge and void weapon channelling apply to the weapon - but iirc the orb isn't considered a void weapon but just a void something so the 2 weapon specific buffs wouldn't apply

The spheres count as a weapon since they trigger void siphon mods, void weapon channeling, and count as void weapon kills for certain bounties.

Edited by Fushigi Ball User: 4/8/2023 4:04:37 AMIt isn't boosted by melee modifiers, nor do light/heavy attacks trigger various melee effects like impact induction, echo of leeching, stylish executioner weakening melee, etc. It behaves like a sword, but isn't a sword. It is like its own really weird thing. I tested all of this stuff since Witch Queen dropped and have been using it in all my builds.

Looks like they cant make up their mind which way they want it to go then, they've been referring to it as one thing but as you're saying the mods for that dont work but then letting it count as another but restricting the mods for that as well.
