If you add another unflinching mod to the chest armor with this setup, you will go from 2 firebolt grenade charges, back down to 1. Also, swapping one of the aspects to Touch of Flame while having the 3rd unflinching mod in place will allow for 2 grenade charges. This appears to be another issue relating to a max player buff count of some sort, beyond which certain effects are truncated.
