Appears to be random. Switching weapons in the character screen and then re-equipping the bow fixes it until I die again. Then I have to switch off and on again. The bug was happening with both my crafted Raconteur and Under Your Skin. I can't seem to pinpoint the cause. I just had a match where I had to switch weapons in the character screen 6 times by the end of the game. In addition to the Oathkeepers exotic perk not working, the bow's accuracy stat seems to have been reduced significantly (down to 0 pretty sure). My Raconteur has [b]Enhanced Surplus[/b] and [b]Enhanced Eye Of The Storm[/b], and my Under Your Skin has [b]Enhanced Hipfire Grip[/b] and [b]Enhanced Opening Shot[/b].
