Here is how things work. You don't own the game just a license to access the content. These licenses are controlled by the platform you bought it on not by Bungie. A percentage of the money you paid (from what I have heard it is around 30%) goes to the platform provider... this is how the providers make their money. Even Sony and Microsoft only make money thus way as the consoles are sold at "cost" with any profits going to the retailer you bought it off. Now you come along and want to switch platforms. That new provider wants their money before allowing you to have the licences. They don't offer "switching platform" rates as each provider does not know what you own on a different platform. And Bungie can not afford to pay each platform provider for you. Some players have 3 or 4 platforms linked so that is 90 to 120 percent of the money you paid so Bungie would lose money to cover you. Switching platforms is your idea so any player should know that they need to expect to buy everything they want on the née platform again. Just be glad Bungie does cross save which allows you to ACCESS (not transfer) save data from different platforms.
