I decided to download and play the base game, and played for a few hours a couple of times, got through the first Strike. When I logged back in, I was flooded with multiple cutscenes and immediately thrown into the first mission for Lightfall. I haven't purchased Lightfall, or any of the DLC, but now I can travel to Neomuna without issue and seem to be able to go down the quest chain. I suspect it's the same for the other purchasable content, because I thought it previously had a "you need to buy" over the spots on the map, but now it has an XP counter for when I unlock them. I'm not sure how to report this? I can't find a customer service phone number or email, and I don't want to log in and suddenly be banned one day, so I might as well be honest. If I'm mistaken and the game gives me this much already (which some research made it look like it's not supposed to), let me know!
