Can’t unlock Strand Fragments on second character.

I was able to get the aspects. Completed the campaign. Can’t unlock the additional grenades and fragments. Update: my fourth fragment in was blacked out but I could buy it and then it all unlocked. Check them all I guess.

Thanks for the info guys....my 4th fragment i could purchase and that unlocked the rest!!
