I disabled the DLC content related to forsaken, and the Coldheart pre-order in the steam prefernces for D2, then uninstalled, and re-installed and I'm able to login now... looks like the stuff affecting xbox is the issue here.

Tried this but didn’t seem to work unfortunately

did you uninstall only those DLC's?

nope, uninstalled and re-installed the entire game after telling steam to not install those pieces of DLC
