If you dont use your prime engrams, umbral, engrams, trials engrams, crucible, and gambit engrams.....

Do you lose them when the new DLC drops. Or does it carry over and you can decrypt them at launch?

As long as they’re in your inventory/post master you can keep them. If they’re still with vendors, you lose them.

I believe you can save your Trials and IB engrams but not anything else.
