It’s possible especially because scanning it atmospheric make up would be a huge red flag, Present day Neptune is primarily made up of Methane (CH4) (1.5%), Ammonia (NH3) (suspected trace) water (H2O) (suspected trace), Helium (He) (18.5%) and Hydrogen (H2) (80%) assuming Neomuna isn’t some giant dome or sphere suspended in Neptune’s atmosphere (which is unlikely since if it was the witness could just destroy it killing all its inhabitants instantly and simply just take the veil after that) Neptune has a extremely toxic and lead to a horrific death if exposed; and since Osiris can stand on outside without protection we know that the composition isn’t the same aren’t all that present. So after that you would need to bring the atmosphere composition to include 16-24% Oxygen (O2) which isn’t in the slightest present even if you were to break down the trace amounts of water you wouldn’t even break 1% O2 gas (even if you took everything with Oxygen on earth and created O2 you would still only get to about 0.012% O2) so obviously something of great power must have terraformed it. It probably wasn’t the traveler because there’s been no indication it messed with any of the gas giants themselves in fact we know that it only messed with Mercury, Venus, Mars, Io, Titan, possibly: Ceres, misc asteroids, Ganymede, Callisto, Dione, Misc moons of Saturn or Uranus, and possibly Kuiper Belt objects but left Saturn and Jupiter alone it’s unlikely that it messed with Neptune so something of extraordinary power must have terraformed its atmosphere and is releasing enough heat to continue to enable to prolonged habitation of Neptune we also know what ever is doing it was also able to conceal all visual markers of this during the golden age and collapse to the point that only Savathün seamed to be aware of its existence and that the witness only became aware of it after or slightly before the time the Vex first arrived there (probably has something to do with Dr. Maya Sundaresh) and it’s possible that Savathün only new about it after the Witness did. So not only does the veil appear to be the originator of Strand but also be both a cloaking device and a terraforming engine. It is quite possible that this thing has power equivalent to that of the the traveler or witness and a silent player to their games.

Or even something that symbolises a separation between two states. So this could be between the light and the dark.
