If you do Heist Europa after Rasputin takes control of the frame, Clovis's AI sends you a scathing message about the ordeal. He would've likely mentioned this if it was possible to do so. Plus, having another permanent death adds more emotional impact to the story, especially considering how powerful Rasputin was.
