Legacy: Shadowkeep quest
I have crafted an entire set of Dreambane armor multiple times but my quest step wont change off of 14 of 19. The final missions quest marker appears on my map of the moon but if I go in to try and start (with full set of Dreambane armor on) the ads do not spawn and nothing happens. I cannot rebuy all of the bounties to craft more armor because it says I already have the quest in my inventory but I do not.

When the Lectern tells you that you already own the quest, it means that it is in the Quest Archive at the Tower and should be able to be picked up from there. Could you pick up/reacquire the following Essences: Pride, Isolation and Fear. Complete them and craft the three respective pieces. There are ways to obtain Dreambane pieces without doing the necessary campaign steps, and that looks like what happened to you here. Step 14 however is waiting for you to finish creating three specific pieces using the lectern, and hopefully doing those three will cause it to register.
