This appears to still be broken. There is no rhyme or reason to if/when shots will actually result in a stun. I have emptied multiple Hawkmoon magazines into an unstoppable ogre, all crits and not achieved a stun and had instances where the first shot (crit or body doesn't seem to matter) results in a stun. It is horribly inconsistent.
