You should change your password. Characters can only be deleted manually. Acct security is your responsibility. Anything deleted will not be restored by Bungie.

Because I changed my psn password but somehow my characters still get deleted even if I don’t log on

You have cross save enabled so that error code was most likely someone logging onto your account on your other platform and auto logging you out. Then from that other linked platform they then deleted your characters so you need to secure all your accounts.
