Just look at every other grenade buffing aspect. At the time we only had this and touch of winter for revenant hunters, so comparison was limited and stasis grenades where not used for the same reasons as Void. Now we have touch of flame and touch of thunder, which offer more significant buffs at 0 drawback and offer 2 fragment slots.
It has the worst grenade buffs while also requiring a long charge time and offering less fragment slots. Completely power crept aspect.

Vortex, even after various nerfs, is still the best for PvE by a wide margin and absolutely usable in PvP, so making it bigger and last longer is fine. Scatter Grenades look and feel pathetic - they really need to go back to their D1 appearance and sound - and the aspect is worthless with them because anyone who is actually using them will have Nothing Manacles on. Axion Bolt is woeful in PvE and the nerfs for PvP, which weren't even caused by Voidwalker, leave it lacking there too. Magnetic Grenade turning into Handheld Supernova is an interesting case. I think HHSN is actually pretty good in PvE, with solid damage and applying Volatile. Unfortunately, the requirement of using Magnetic Grenade when it could previously work off any grenade hurts its versatility. The PvP nerfs have made it a complete nonfactor there. I honestly think the only reason why Chaos Accelerant requires the grenade to be charged is that Contraverse Hold would cease to function without it. Giving it an extra Fragment slot is a must, it might even warrant 2 more at this point; reminder that Warlock is the only class that can't equip 5 fragments - Hunter can get 5 on Solar and Titan can get 5 on Stasis.
