I went there twice today, just in case something glitched. Nope. The quest should say "after XX million coins have been deposited" seems like a simple thing to add to the quest page.

Its a community goal. You can see the goals in the tower at the chest, Visit Improvement I: Cleanup will be possible after we get Community Goal I: Cleanup It'll unlock at 40 mil, currently at 896k.
