Whats the deal with players throwing loot far out of bounds ?
Its happened to me like every other expedition i do .

Sadly, you have to sabotage one objective to complete another. Piss poor game design on that front.

Multiple players are yeeting the explosion loot in hopes of having a ruffian spawn. If the loot bus(?) gets filled to quickly the ruffians won't spawn.

It's so that the ruffians spawn and can be killed for the seal. If you fill the loot barge, the ruffians won't spawn / will despawn.
