i have the same problem too and even after restarting the game it still doesnt work

I have the same problem as well. Ikora shows there checked marked like I have the fragments. But when I go to my subclass they say not yet unlocked

I recall from last season (Solar) that I bought all fragments first then meditated but transpired had to meditate after each cluster ie grenades then fragments but tried that this time, bought remaining grenades then meditated then tried fragments and as you say, they are checked but not purchased. They may unlock as you progress or be part of a community event like some of the solar 3.0 fragments were lol just give em us Bungie lol
