Have you tried making a Bungie store account and then linking your Bungie.net account to it instead?

Yes, I have done that. My bungie.net account has linked successfully to my bungie store account. I reset my password for my bungie store account which asked to re-authorize my bungie.net account. I completed that, but I am still seeing a request to verify my email.
