Ky'leks the docked never spawns?
I have spent hours sitting in royal pools and never once seen this guy spawn.. what am I missing? Is it bugged? Special requirement to Spawn?

Spawned for me yesterday. Sometimes you can’t sit in the area for too long or need to reinsurance. If you get the same enemies twice you need to either go run an activity in another area and try again or go to orbit or the tower for a bit
