One-Two Punch bugged?

One-Two Punch seems to decrease your melee damage with certain buffs active. I was playing in the vanguard ops playlist to get my pinnacle done on top tree arcstrider on hunter. When I was doing dps to the bosses, I realized that I was doing less damage when I procced Cross Counter and one-two punch. In one instance, I had x3 combination blow, and a tractor cannon debuff. I activated one-two punch with a shotgun and then punched without Cross Counter, which dealt roughly 144k damage. Then I activated one-two punch and punched with Cross Counter, and dealt roughly 96k damage. This was after I had used the well of ions buff, since I had that mod on, so the melee damage buff from that doesn't apply to this. In another instance, I had x2 combination blow and a tractor cannon debuff. I did the same as the last instance and ended up dealing roughly 90k damage without Cross Counter, and roughly 60k damage with Cross Counter, both punches without the well of ions buff. The video I (should've) linked also shows one-two punch decreasing the damage of throwing hammer with roaring flames stacks. I hope this is just a bug, and not a nerf to one-two punch, though I doubt it's a nerf. Edit: Was testing a bit more, and I think I found the problem. In one clip, I did the usual combination x3 + tractor debuff + one-two punch + liar's handshake. I punched once with all those perks except liar's handshake, then I immediately activated one-two punch and punched again this time with liar's handshake. Both punches resulted in 138,568 damage. In the next clip, I did the same setup. I punched once and got 138,568 damage. Then, instead of activating one-two punch and punching immediately, I waited a second. Then I did activated one-two punched and punched with the buff from liar's handshake, which resulted in 249,422, which is a buttload of damage. I guess the problem stems from one-two punch's duration? Maybe? I'm gonna be honest I have no clue. All I know is to get the most amount of damage that I'm looking for, I have to wait before activating one-two punch a second time. This doesn't seem that bad, but this was all tested in a lost sector. In actual gameplay, waiting a second probably wouldn't feel that great, plus there are some instances where I might die and I need to quickly punch with cross counter active, and it might suck if I just don't get the damage I was looking for. Or I might just forget sometimes. Either way, one-two punch is bugged, as shown in other examples, and it sometimes did decrease my damage if I did the full setup with liar's handshake, why it didn't here is beyond me. I think if the timing is gonna be weird, a better buff UI would be great. There are only 3 buffs on screen at a time, and none of those buffs are ever one-two punch, unless I have nothing else activate, which I usually do have everything else active. I hope this is fixed at some point, or at the very least acknowledged/clarified, and I wish the buff UI would be better as well.
