You chose Steam as your primary data when you meant to choose Xbox, so your Xbox characters are now dormant. Your only option is to disable Cross Save and wait 90 days before you can try again.

You most likely chose the wrong account to be primary. In which case the ones you cannot see are dormant. Which account had the 2 characters you wanted to be primary? Which account is showing as your active primary on your cross save page? If you did pick the wrong account which has happened to 1000's before the only way to fix it is to disable cross save, wait 90 days and enable cross save again in the correct configuration. If you recently purchase silver there is a 90 wait time before cross save can even be disabled. After viewing your profile I can see the 2 Xbox characters and I assume you are only seeing the Steam 1350 character when you start the game up. That means you did choose the wrong account to be primary.
