Can craft Osteo Striga Without Witch Queen deluxe edition even though the pattern cant be claimed in triumphs

I am able to craft Osteo Striga without Witch Queen deluxe edition and I don't know if I am supposed to be able to because I am unable to claim the pattern in triumphs without Witch Queen deluxe edition.
