I'm on the IB quest step associated with the Triumph and it don't count for that either.
Edit: The game's fixed, I got progress on the Triumph.
Edit: The game might not actually be fixed, it might just be bugged for Hunters.

So it progressed for a different character? Neither my Hunter or Titan would work, but haven’t tried Warlock yet.

It progressed when I went in on my Warlock. Then I tried it with my Titan and I got progress with them too. So, your guess is as good as mine.
