Hey there. As per the item descriptions, "Equip this ornament on any eligible Legendary armor item", universal ornaments go on Legendary (purple) gear, you are mostly wearing blue 'Rare' gear.
Just from normal play, you should quickly be able to put together a full set of legendary gear which you can then apply the ornaments to. Is the ornament definitely not available for your current torso piece?
Europa could be locked behind one of two things,
- Could you check the Quest Archive at the Tower to see if there is a quest called "Darkness' Doorstep"?
- I remember some planets requiring you to earn a certain amount of XP before they unlock, though I am not sure how to check that out.

Having the same issue, but I have legendary armor, and the ornament I paid for is not even on my list of decorations that I have available. I paid for one on my hunter, and it worked fine, but it doesn't work on my warlock.

I am having the same issue with two different sets of ornaments that I purchased. I am really new to Destiny 2. I believe I unlocked them. I have legendary items. But still won't show in the ornaments or decorations tab. Frustrating for sure, not quite sure what to do. I am pretty sure i bought a bundle and both appear as found but nothing to apply. Any suggestions or help would be really appreciated. I really don't know what i'm doing, I am learning though and catch on usually pretty quick. Not sure if i'm just missing something and hope that's what it is.
