I was initially able to meditate/ purchase fragments using the original glimmer I had. When I returned to Ikora after acquiring more glimmer, she did not give me any meditation quest once I purchased the remaining fragments. I reloaded into the tower and restarted my game to no luck so far. Important to note that it does tells me that I've purchased the items, however, I don't have the quest in my inventory nor at the quest terminal.
