Can you find where it says it is confirmed the next raid to be unvaulted is definitely going to be free content? I read every TWAB and try to stay as informed as possible. To my knowledge nobody has confirmed it as free. It is assumed to be free. Those are not the same.

Yeah I saw a dev tweet a few days ago saying if you're not playing you should tr it, it's free 'to get started'. He's the first one who described perfectly. It's not free to play, bit it is free to get started.
