You mentioned that you contacted Steam Support and they sent you here, you may have to contact them again and mention you are having issues with licensing if restoring your licenses doesn't work. Additionally, please note that you must own the Beyond Light expansion on the platform you are wanting to access it on. For example, if you only own it on Steam, you can only access the Beyond Light content on Steam and no other platform.
