I can confirm this seems to be a bug. Did nearly 40 runs, 20+ of which were solo flawless runs of the Master difficulty, on Bunker E15 in the Cosmodrone. No exotics to be seen at all. Previously, I had completed this several times in the past in similar quantities with the same results. It seems like some Lost Sectors simply do not work depending on the account, as some of the others DO give rewards. Definitely a bug for obvious and reproducible reasons. I would try another Lost Sector or two and just note down that this one does not work for you in the meantime as Bungie seems to be unwilling to actually even acknowledge there is an issue. It's also worth noting that there is zero reason to bother with Master difficulty right now. Though the description lists the exotic drop as '(rare)' for Legend runs and '(common)' for Master runs, I've found that consistently they drop at the same pace. The chance is somewhere between 20%-30% regardless of difficulty with no noticeable change between the two. In other words, do it once to get the (potentially solo flawless) Master difficulty triumph for the sector, and then only run Legend from then on until Bungie bothers to fix the drop rates. The ones that, I might add, have had this issue since Beyond Light's release. TL;DR: You're not imagining things, that LS is probably bugged for your account. Try waiting and doing a different one until Bungie fixes that, and just do Master once and just run Legend repeatedly since it has the same exotic odds in spite of the description's claim otherwise. EDIT: To clarify, yes. Other Lost Sectors that are NOT Bunker E15 work as intended for me. It is ONLY that single sector that seems to have the issue, and it seems to have it in easily notable spades as opposed to the usual 20%-30% the other sectors have for their odds. Works fine for my friends, so it appears to be account-related.

I've ran 14 lost sectors, 6 of which on master, 8 on legend. Still don't have a single exotic drop.

I can never get any drops from the Bay of Drowned Wishes on my Warlock. It’s flat out broken for me. Sick of wasting my time trying to farm for missing exotics just to get rewarded with glimmer from the chest. Probably have 25+ solo runs in that lost sector without any exotics on my Warlock. Defeats the whole purpose of the activity. That particular lost sector is just garbage for me. Other lost sectors work as intended for me, but never that one. 🤯🤬 RNG is proven to average ~25% for legend lost sector exotic drops. Not in my case in that one lost sector. I’m at 0%. Tried on my Hunter as well…nothing. Same crap.

Bad RNG unfortunately (and rather great RNG on your other characters).
