Easiest fix for everyone's fusion problem.
Pre charging costs battery life.
Pre charge 2-3x costs 1 ammo.
Seeing as fusions use batteries.
If you pre charge it you use the battery too.

What about just tanking the handling while charging a shot ADS, and massively reducing the stability while hipfiring?
