Not getting quest 30th unwrapped gift from Xur at 30th dlc

I paid 19.99 for the 30th anniversary pack. when I goto Xur in the gold treasure hoard room and speak to him he doesn't give me the quest and the unwraped 30th gift. I restarted, etc. but I can't get the quest to start. HELP!

Have you checked your quest log, postmaster, and abandoned quest kiosk on all characters?
