Instead of trying to nerf select perks or weapons leave them strong. The better route is to adjust how much Special Ammo is available. Something like 2 rounds on 1st spawn, 1 round drops on Primary Kill. No Scavengers. Maybe an ammo box spawns a couple times a match (in 6s). That way it encourages people to use primaries more, and also doesn't allow people to main Special. Of course nobody wants a Year 1 situation, but a balance could be achieved IF an attempt was made.
